2 / 2008 of 14 May 2008 in accordance with Article 161c of the Constitution , the Assembly of the Republic hereby decrees the following , which shall possess the force of a General Law of the Republic :

Chapter I fundamental principles Article 1 political and constitutional function

Capítulo I princípios fundamentais artigo 1 . º função político-constitucional

Political parties shall contribute to the free formation and plural expression of the popular will and to the organisation of political authority , with respect for the principles of national independence , the unity of the State and political democracy .

Article 2 purposes

Os partidos políticos concorrem para a livre formação e o pluralismo de expressão da vontade popular e para a organização do poder político , com respeito pelos princípios da independência nacional , da unidade do Estado e da democracia política .

Artigo 2 . º fins

The purposes of political parties shall be :

São fins dos partidos políticos :

A ) To contribute to the pluralist enlightenment of citizens and to the exercise of their freedoms and political rights ;

A ) Contribuir para o esclarecimento plural e para o exercício das liberdades e direitos políticos dos cidadãos ;

C ) To present political programmes and prepare election manifestoes ;

C ) Apresentar programas políticos e preparar programas eleitorais de governo e de administração ;

D ) To submit candidatures for democratically representative elected bodies ;

D ) Apresentar candidaturas para os órgãos electivos de representação democrática ;

E ) Particularly from an opposition standpoint , to criticise the activities of the various bodies that belong to the State , the Autonomous Regions , local authorities and the international organisations to which Portugal belongs ;

E ) Fazer a crítica , designadamente de oposição , à actividade dos órgãos do Estado , das regiões autónomas , das autarquias locais e das organizações internacionais de que Portugal seja parte ;

F ) To participate in the clarification of issues which are submitted to national , regional or local referendum ;

F ) Participar no esclarecimento das questões submetidas a referendo nacional , regional ou local ;

G ) To promote the training and political preparation of citizens for a direct and active participation in democratic public life ;
