( 1 ) Органите на изпълнителната власт , юридическите лица и едноличните търговци организират защита при бедствия в изпълнение на възложените им функции с този закон и с другите нормативни актове , регламентиращи тяхната дейност .
( 1 ) The bodies of the executive power , the legal persons and the sole entrepreneurs shall organise the protection in case of disasters implementing the functions assigned to them by this Act and the other normative acts that regulate their activity .

( 2 ) The actions of the bodies and the persons under para 1 shall be coordinated in unified rescue system for protection in case of disasters .

Основните принципи на защитата при бедствия са :
The main principles of disaster protection shall be :
1 . право на защита на всяко лице ;
1 . right of protection for every person ;
2 предимство на спасяването на човешкия живот пред останалите дейности по защитата ;
2 . privilege of the rescue of the human life before the rest activities upon the protection ;
3 . публичност на информацията за рисковете от бедствия и за дейностите на органите на изпълнителната власт по защитата при бедствия ;
3 . publicity of the information for the risks of disasters and for the activities of the bodies of the executive power upon the protection in case of disasters ;
4 . приоритет на превантивните мерки при осигуряване на защитата ;
4 . privilege of the preventive measures when ensuring the protection ;
